Healthcare Professionals Program (HCP)

Providing treatment and recovery options for nurses, doctors, optometrists, counselors, and other health care professionals whose licensure is under suspicion, suspension, or another restriction. The Health Care Professional (HCP) GOP meets for an hour and thirty minutes each Monday evening from 6:30 pm to 8 pm.

Currently facilitated by Bill Arnold; Mid-Atlantic Rehabilitation has a long history of being one of a select few agencies that have been hand chosen to work closely with the Pennsylvania Nurse Peer Assistance Program (PNAP), the Pennsylvania Department of State Professional Health Monitoring Program (PHMP), and the Pennsylvania Physicians’ Health Program (PHP) and those diagnosed with a substance use disorder or mental health disorder.

Each of these agencies is dedicated to improving the health of the medical professionals who fall under their supervision while being dedicated to the protection of the public from any health care professional who may not be safe to practice.

  • PNAP is dedicated to helping nurses and nursing students deal with substance use and psychological disorders.

  • PHMP provides licensed professionals suffering from a mental or physical disorder, such as a substance use disorder appropriate treatment, and monitoring to ensure that they can safely practice their licensed profession.

  • PHP advocates for medical professionals’ health, treatment, and education designed to establish best practices for the prevention, treatment, and monitoring of medical professionals experiencing substance use disorders, mental illness, physical illness, and other potentially impairing conditions.

In addition to the mandatory attendance at the GOP sessions, which may vary in length and frequency depending on the charges, the case manager, and other factors, members of the group sign a monitoring contract with their supervising agency. Each member is assigned and reports to their case manager any changes in recovery, well-being, and employment.  For a period of up to three years, members are subject to daily random testing, complete quarterly reviews, and ongoing scrutiny.  After completion of the protocols of their contract members are ultimately rewarded for their dedication, integrity, and perseverance with the reinstatement of their licensure and the ability to return to practice without restrictions.
